Reimbursement: Jump Start Tuition
Families residing in New York City, whose child has an IEP and/or an independent evaluation may be eligible for tuition reimbursement through the NYC Department of Education. To seek tuition reimbursement, families must retain an educational attorney. This process, though complex, can make York Prep more accessible. Tuition reimbursement can be obtained in two ways: Carter or Connors funding.
Carter Funding: Most York Prep families with children enrolled in Jump Start, seek Carter Funding. Families pay the school tuition up-front and may seek reimbursement from the NYC Department of Education.
Connors Funding: A limited number of Connors Funding seats are available each year. Families must meet all financial requirements and criteria. When a family is awarded Connors Funding, the school is directly reimbursed for a child’s tuition by the Department of Education.

Tuition FAQs
York Prep uses Clarity, which assists independent schools in determining a family’s financial need. The report detailed by Clarity is reviewed by our Financial Aid Committee as a guideline in making financial aid decisions, but the report computed by Clarity does not bind York Preparatory School to any specific award. The Clarity application for 2026 – 2027 can be accessed here.
For Families New to York Prep: Financial aid applications by returning families must be made by the January 15, 2026 deadline in order for an award to be considered.
For Returning Families: Financial aid applications by returning families must be made by the December 15, 2025 deadline in order for an award to be considered.
No. York Prep requires families receiving financial aid to reapply each year. Changes in factors such as income, family status, and the number of children attending private institutions may increase or decrease an award. Every application is reviewed annually. All returning families who have received financial aid the previous year must have the application completed by December 15, 2025.
Given that every child is entitled to a free and appropriate public education (FAPE) per the Individuals with Disabilities Education Act (IDEA), a family may be eligible to receive tuition reimbursement in the form of Carter or Connors funding from the NYC Public Schools. Please contact an educational attorney for a more detailed explanation of tuition reimbursement.
For students enrolled in the Jump start program, families may seek:
Carter Funding: If a family places a child in a specialized non-public school in NYC, they can pay the tuition for the school up front and may be able to seek reimbursement for that tuition from the NYC Public Schools. This reimbursement is known as Carter funding. The parent must file a complaint to seek Carter funding and a hearing may be held. Please contact an educational attorney for a more detailed explanation of Carter funding.
Connors Funding: Enables families who cannot pay tuition upfront, and wait for reimbursement, to enroll at a specialized non-public school while simultaneously seeking a determination that the NYC Department of Education will pay the tuition through due process proceedings. Families seeking Connors Funding must also complete the financial aid forms. Please contact an educational attorney for a more detailed explanation of Connors funding. Connors Funding seats are limited and families must meet all financial requirements to qualify.
